Tutor sentenced for taking upskirt video of sales promoter at shopping mall

A 25-year-old tutor at a private learning centre has been sentenced to six months of mandatory psychiatric treatment in lieu of a jail term.
Chung Sai Ho pleaded guilty to using his mobile phone to record an upskirt video of a 23-year-old sales promoter at Tampines Mall in July last year.
According to court papers, Chung had concealed the phone in a small black pouch that was attached to the zipper of his bag.
Chung had made a hole in the small pouch to enable images to be captured by his mobile phone.
He then switched on the phone's video recording function as he approached the victim.
As she was talking to Chung about the cars that she was promoting, he positioned the mobile phone under her skirt and captured a video recording of her underwear.
The victim sensed something was wrong and grabbed the bag. When she saw the video recording, she called the police.
Chung also faced another charge of using his mobile phone to take upskirt photographs of an 11-year-old girl at the learning centre he was teaching at.
The court heard earlier that Chung suffers from fetishism.
Chung will also not be allowed to access any gadgets with video recording functions while undergoing treatment.
Chung could have been jailed up to one year and fined.
