Parliament has passed amendments to the Misuse of Drugs Bill. 

The changes will give courts more discretion in meting out the death penalty for drug offenders. 

Judges can deal a life sentence in place of the death penalty under specific conditions. 

Such as, when a drug offender has been proven to be merely a courier, and the person has been certified to have substantively assisted authorities in disrupting drug trafficking activities within or outside Singapore. 

The courier can also be spared the death sentence in view of mental disability. 

With the changes, it's also now an offence to arrange a gathering where drugs are to be consumed or trafficked. 

Amendments will also see the introduction of hair analysis to detect drug consumption.
