MPA cancels Winbuild Petrofin’s bunkering licences


SINGAPORE: The Maritime and Port Authority of Singapore (MPA) has cancelled Winbuild Petrofin’s bunkering licences with effect from June 15, 2012.

In a statement issued on Friday, MPA said the cancellation of the licences follows Winbuild Petrofin’s breach of terms and conditions of the bunkering licences.

These include allowing another company to use its bunker delivery notes (BDN) to supply bunkers to the customers of that company as well as delivering bunkers on behalf of an unlicensed company to customers of that company.

MPA said with the cancellation of the licences, Winbuild Petrofin will no longer be allowed to operate as a bunker supplier and a bunker craft operator in the Port of Singapore.

Capt M Segar, MPA’s assistant chief executive (Operations) said, "All licensed bunker suppliers and bunker craft operators are required to adhere strictly to the terms and conditions of the bunkering licences. MPA will not hesitate to suspend or cancel the bunkering licence of any bunker supplier or bunker craft operator that is found to have contravened any of the terms and conditions of the bunkering licences."

MPA also emphasised that the bunker supplier’s licence is not transferable and all licensed bunker craft operators are not to make use of any bunker craft to deliver bunkers on behalf of any entity that is not a bunker supplier licensed by MPA.

In 2011, the Port of Singapore saw record bunker sales volume of 43.2 million tonnes.
