Mixed ratings for Town Councils in Maintenance, S&CC Arrears Management and Corporate Governance

The National Development Ministry has given all 15 Town Councils the top rating of green for Cleanliness and Lift Performance.
However, in Maintenance -- which covers items such as damaged pipes and walls -- more than half of councils didn't make the top grade.
Eight councils were coded amber while seven were coded green.
For example, a green rating for Maintenance means that there are less tha
n 4 defects per block, while an amber rating means there are 4 to 7 defects per block.
A red rating means there are 8 or more defects per block.
Those rated amber for Maintenance were Aljunied-Hougang, Chua Chu Kang, East Coast, Jurong, Marine Parade, Pasir Ris-Punggol, Tampines and West Coast.
Aljunied-Hougang was coded red for Service and Conservancy Charges (S&CC) Arrears Management -- the only red rating in the fourth Town Council Management Report released today.
Potong Pasir was coded amber for S&CC Arrears Management while the remaining Town Councils were rated green.
The indicator reflects the extent of Town Councils' S&CC arrears that residents have to bear.
In Corporate Governance, a new indicator that's introduced in the report, 12 Town Councils made it to the green band.
Two councils were put in the amber band -- Jurong and Tampines.
The Corporate Governance banding for Aljunied-Hougang Town Council is pending, as it's yet to submit its auditor's Management Letter.
