The appointed consultant will also be required to study the impact on existing transport facilities.
The study is expected to be completed in the first quarter of 2015.
The tender for the study was called today.
The HSR link will improve connectivity between Malaysia and Singapore.
It was announced by Prime Minister Lee Hsien Loong and his Malaysian countyerpart Najib Razak at the Leaders' Retreat in February 2013.
The HSR link aims to cut the travel time between the two cities to 90 minutes.
