Community Policing System to be expended to all neighbourhood police centres by 2015
The Home Team will expand its ability to respond to varied threats by acquiring new capabilities.
For a start, the Community Policing System will be brought to all neighbourhood police centres by next year.
There'll be a new police divisional headquarters and two new neighbourhood police centres.
Re-offending will be discouraged through the Conditional Remission System and Mandatory Aftercare Scheme.
The strategies to create a "Safe and Secure Singapore" were included in the Prime Minister's Office's addenda to the President's Address today.
Separately, the Singapore Police Force will use technology more extensively in their operations.
Police cameras will be installed at HDB blocks island-wide by 2016.
And officers will be issued body-worn cameras.
The Singapore Civil Defence Force will also be acquiring unmanned fire-fighting machines.
As for the Defence Ministry, it will continue to invest in technologies to build its strength in dealing with varied threat and mission scenarios.
Mindef will upgrade its fleet of F16s and acquire more submarines, naval helicopters and an aircraft over the next five years.
Still, the government maintains that effective diplomacy is a must in safeguarding and advancing Singapore's interests.
